The Telecommunications Regulatory and Control Agency, also known as Agencia de Regulacion y Control de las Telecomunicaciones (ARCOTEL), is the body that regulates telecommunications in Ecuador, which includes managing the radio spectrum. ARCOTEL creates policies and regulations that are then implemented by the Ministry of Telecommunications. ARCOTEL also grants licenses to operators and promotes high competition within their regulatory framework.
